Roll Call – Councilor Graney, McNabb, Dempsey and Mayor Lattimore – Present; Councilor Smith arrived at 8:05PM.  

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Michele McNabb, Deputy City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel; Gary Giannotta, Police Chief; Steve Lynch, OPED Director; Mike Quill, Fire Chief; Bill Lupien, Engineering Superintendent; Gerald DelFavero, Supervisor of Public Works; Mike Long, CIP Manager; Brian Hicks, Senior Code Enforcement Officer.

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.

Presentations and Proclamations –

The Deputy City Clerk read the following:

1.  Proclamation naming May 1, 2006 as The American Cancer Society’s May Day For Relay.  Mayor Lattimore introduced his niece, Sydney Lattimore, and Nancy Rifinburg.  Both spoke in regards to this year’s campaign.
2.  Proclamation for SAVAR encouraging citizens of Auburn to “Take Back the Night” in support of the survivors and victims of sexual assault.  Alice Jordan, volunteer from SAVAR, received the proclamation and spoke briefly about “Take Back the Night” which was held last night.
3.  Proclamation for Cayuga County Community Services Board and The Alcohol Substance Abuse Subcommittee underage Drinking Community Forum naming the month of April as Alcohol Awareness Month.
4.  Proclamation naming April 28, 2006 as Arbor Day.  Walt Aikman received the proclamation and spoke briefly about the efforts the City is taken to preserve its trees.

Public Announcements – None

The Mayor asked that the Public To Be Heard Session be moved up – all were in favor

Mary McLaughlin, CoCap Development Corp., 89 York St., spoke in favor of naming the Connector Road after former Mayor Carnicelli.

Charles Beck, 4903 Rockefeller Road and a member of the Auburn School Board, spoke in favor of keeping the School Resource Officers.

Tom Gabak, 146 Washington Street and President of the CSEA Union, he spoke to Council regarding various ideas to increase revenue for the City.  He also asked that the City extend the Canadian Drug Plan to the Fire Department.

Jerry Morgan, 22 Pulaski St., told Council he is against having trash fees in the City.

Lynn Stillman, 12 Evans St. and Teacher for Auburn School District, spoke in favor of keeping the SRO’s in the schools.

Joe Leogrande, 161 E. Genesee St., told Council he is against taxpayers paying a fee for trash and suggested that Council increase fees for trash that comes from sources outside the City.

Work Session --- Budget Workshop

Council joined the City Manager and Comptroller in discussing the Manager’s proposed 2006-07 budget. ~They discussed the Police Department and Fire Department.

Public to be Heard

Tim Cottrell, President of the Police Union, spoke to Council about the overtime costs in the Fire Department budget.

Vicky Trojner, 19 Chase St., spoke to Council regarding healthcare and prescriptions.

Other Business

Mayor Lattimore asked the Police Chief to comment about the D.A.R.E. event taking place tomorrow at the Holiday Inn.  Chief Giannotta gave a brief overview of the event.

Councilor Smith asked the Police Chief about funding for the Stop DWI program.  The Police Chief responded.

Council Resolution. #76 of 2006 authorizing the City Manager to advertise for bids for the 2006 C.D.B.G. Sidewalk and Curb Replacement Program.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. ~CARRIED

Sidewalk Resolution #77 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2005 Revolving Loan Sidewalk Program.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED

Council Resolution #78 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED

Council Resolution #79 of 2006 authorizing the name of the new roadway constructed in Phase I of the Connector Road Project.  Mayor Lattimore asked that this resolution be pulled and Council agreed by consensus.  PULLED
